Speaker Bio
Herman Franssen is executive director of Energy Intelligence and a member of the its international advisory board.
Dr. Franssen is also president of International Energy Associates, and a distinguished associate with Fesharaki Associates Consulting & Technical services, known as FACTS. He is a senior associate of the Center for Strategic and International Studies, and an adjunct scholar with the Middle East Institute, both based in Washington, D.C. He is a member of the Windsor Group and a senior fellow of Middle East Consultants. He is also a member of several editorial boards and energy publications, and sits on the board of an upstream and downstream oil company in the United States.
Between 1985 and 1996, Dr. Franssen was senior economic adviser to the minister of petroleum and minerals of the Sultanate of Oman, and helped organize the non-OPEC group of Independent Petroleum Exporting Countries (IPEC) in 1986. From 1980 to 1985, he served as chief economist at the International Energy Agency. Prior to this, he served as director of the Office of International Market Analysis at the United States Department of Energy, and was previously an energy specialist at the Congressional Research Service.
Dr. Franssen was educated in the Netherlands and the United States. He holds a bachelor’s degree from Macalester College in Minnesota, and two master’s degrees and a Ph.D. from the Fletcher School of Law and Diplomacy at Tufts University.
